We did some research & found that nobody owns it but a bunch of people are policing it willy nilly like a bunch of outaws. There is the IETF
Short for Internet Engineering Task Force, the main standards organization for the Internet. The IETF is a large open international community of network designers, operators, vendors, and researchers concerned with the evolution of the Internet architecture and the smooth operation of the Internet. It is open to any interested individual.
I now hereby declare myself part of the IETF & part owner of the internet. I'm also joining the WWC
Bothe the IETF & the IAB have THE shittiest websites on earth.

Pretty awesome that 2 of the main orgs patrolling the internet don't even use flash. It's like a shitty web ring from the 90's. See also the internet research task force . They meet monthly at a Boston Pizza for dinner and then retreat to a basement 'Dungeon' where the dungeon master will eat his takeout calamari w spinach dip & potatoe skins.
SO I think I found a pretty comprehensive draft of the current actual internet achitecture. but don't care to read through all the jibberish. The gereral drift I get from these organizations is that it's kinda like squatters rights & you can just stake claim to internet real estate. All you need is a girlfriend who works for an internet service provider & a buddy with kickas scuzzi raid servers planted all over North America & the internet is yours.
